Across small island developing states, the gap between when a safety incident occurs and when the right people know about it is one of the most persistent gaps in community resilience.
In most SIDS, information about natural hazards, climate events, crime, fires, and road emergencies moves through informal networks or institutional channels too slow for the moment. Responders work from incomplete pictures. Communities act on rumour. The information exists; the infrastructure to capture and distribute it reliably does not.
Better Alerts (BB) was built to be that infrastructure, a free, independent mobile platform that enables any resident to report an incident in under three seconds and delivers verified, mapped intelligence to the community and institutions in real time. No sign-up required. While independent of government, it is designed to complement the functions of emergency management, law enforcement, and civil protection bodies, and reach the at-risk populations those institutions work hardest to serve. Better Alerts (BB) covers six incident categories at launch: Crime, Suspicious Activity, Suspect Spotted, Last Seen (missing persons), Traffic (Accident/Road Hazard), and Fire, spanning the full range of daily safety and climate-related hazards communities face.
The platform also surfaces active notices, including official advisories, directly in the feed, giving the community a single source for both citizen-filed reports and institutional safety communications.
Reports are anonymous and source-sealed at submission. Embedding trust at the point of origin, rather than applying it after the fact, is what separates Better Alerts (BB) from generic social reporting and makes it suitable for institutional use alongside community use.

How It Works
Live Reporting and Real-Time Intelligence
Every report is instantly pinned to a named location on a live map: reporters can drop a pin, type an address with predictive location suggestions, or use their device's location. An incident feed updates alongside in real time, bringing community reports and public safety information together in one place.

Source-Sealed Trust Model
Each report carries an integrity signature fixed at the device the moment it is submitted. Location, category, and timestamp cannot be altered afterwards, by anyone. The result is a feed institutions can act on with confidence and communities can trust is not being manipulated after the fact.
Rapid Triage and Verified Alerts
Administrators can verify and promote community reports into confirmed active alerts through a moderation dashboard. Verified alerts display distinctly to all users, giving responders and the public a clear signal of what is confirmed versus what is still being assessed. This triage layer supports faster, better-coordinated responses without displacing the community as the primary source of on-the-ground intelligence.
Emergency and Disaster Response
Better Alerts (BB) includes a Help Me signal that, with prior user consent, notifies nominated emergency contacts with the sender's live location, even when the device is offline. A device-to-device relay carries the signal without internet, which matters most when networks go down during major weather events. Users may also choose to broadcast their identity, live location, and situation details to all Better Alerts (BB) users on the platform, enabling community members nearby to respond directly.
When a disaster is declared, Disaster Mode activates a live shelter overlay on the map sourced from the national emergency management authority's public database, allowing users to locate their nearest available shelter without leaving the app.

Community-Responder Coordination
Community members file reports; the platform maps, verifies, and distributes them; institutions receive a structured, triage-ready picture. For wildfire, road hazard, and disaster scenarios, the same trust model that serves the public also supports field verification and coordinated institutional response, without requiring community members to interact with government systems directly.

Better Alerts (BB) is fully built and in closed alpha testing in Barbados. Institutional stakeholder engagement is active, with emergency management among the first bodies invited to participate. A public beta follows the current testing round, ahead of full Play Store release.
Built independently by Omar Small, Developer and former State Counsel, and Roshelle Small, Attorney-at-law, Published Author and Innovator. The legal and institutional thinking embedded in the platform's architecture is not incidental. It is the very foundation.
What began as a direct response to rising rates of serious incidents, homicides and fires, evolved during development to address the full range of community safety needs, reflecting the multifaceted realities communities in Barbados face daily.
This independence was central to the design process, ensuring the platform functions as a complete tool that supports civic engagement, builds trust, and is clear about who it serves.
Regional Replication
Built for the Region, Not Just Barbados
Better Alerts (BB) was designed for multi-territory deployment from its earliest architecture. The Barbados instance is the first deployment of what is built as a regional platform, with Trinidad and Guyana as the identified next territories under the same core codebase.
Each territory gets its own instance configured to local geography, hazard categories, and context. The platform itself does not change. Translating this to a new territory is therefore a matter of reconfiguration before deployment, not a complete rebuild.
The conditions Better Alerts (BB) was built for are not unique to Barbados. Limited institutional capacity, high climate and disaster exposure, mobile-first populations, and the gap between community knowledge and institutional response are shared realities across the Caribbean and the wider SIDS context.
Scalability
Ability to Scale
The app's underlying codebase can be readily adapted for iOS, expanding its reach beyond Android to all major devices and widening community access.
The platform is built for replication. Research has confirmed that the core product can be extended into other jurisdictions, with Trinidad and Guyana already identified as the next territories. The geographic data required to launch in each has been independently identified and verified as publicly available at a quality standard consistent with that used by humanitarian and disaster-response organisations internationally, de-risking the technical foundation of expansion before any expansion-specific engineering begins.
Beyond geography, the architecture can adapt across institutions, concepts, and use cases, from municipal governments and emergency coordination bodies to universities, gated communities, private-sector partners, vulnerable communities, and international organisations. At its core, the platform provides evidence-grade incident reporting, making it relevant to neighbourhood watch groups, national disaster-response agencies, humanitarian donors, and municipal budget offices alike. What Better Alerts (BB) does for Barbados can be configured to serve any community, institution, or organisation that requires trusted, real-time safety intelligence at the local level.
